Configure Sistema TS Credentials

To submit healthcare invoices to Sistema Tessera Sanitaria, you need to configure your STS credentials on FatturaSmart.

Prerequisite: To use this feature you need a FatturaSmart license with the Sistema TS module active.

What credentials do you need?

To configure FatturaSmart you need three elements:

Important: The Pincode is not sent via certified email (PEC). It can only be obtained from the Sistema TS portal after your first login.

How to obtain credentials

The official Sistema TS portal is sistemats1.sanita.finanze.it.

The procedure varies based on your professional status:

Doctors contracted with SSN (National Health Service)

If you are contracted with the National Health Service:

  1. Visit your local ASL office (in person or with a delegate)
  2. Request the issuance of your Password
  3. The password is delivered “expired” — you must change it on first login
  4. Access the Sistema TS portal with Tax Code + Password
  5. Go to “User Profile” to retrieve your Pincode (see dedicated section below)

Independent practitioners (not contracted with SSN)

If you are registered with the Medical Board but not contracted with SSN, you have two options:

  1. Visit the Medical Board in your province
  2. Bring a valid ID document
  3. Receive your Password (directly or via certified email)
  4. Access the portal and change your password
  5. Retrieve your Pincode from the “User Profile” section

Option B: Online procedure

  1. Go to sistemats1.sanita.finanze.it → “Healthcare Professionals”
  2. Click on “New registration” or “Doctor accreditation”
  3. Fill in the form with:
    • Tax Code
    • Medical Board registration number
    • Certified email address (PEC)
    • Tax Card number and expiry date
  4. Wait for automatic verification (the system cross-checks with the Medical Registry)
  5. Receive your Password via certified email within a few business days
  6. Access the portal and retrieve your Pincode

How to get the Pincode

The Pincode is essential for data transmission and is never sent via email or certified email.

Procedure

  1. Access the portal sistemats1.sanita.finanze.it with your credentials
  2. Click on your name at top right → “User Profile”
  3. Look for “Print Pincode” or “Print Credentials”
  4. Download the PDF containing your 10-digit Pincode

Tip: Keep the PDF with your Pincode in a safe place. You’ll need it to configure FatturaSmart and other compatible software.


Alternative portal access methods

With SPID or CIE

You can access the Sistema TS portal via SPID or CIE digital identity. However:

  • SPID/CIE access is useful for viewing data
  • For data transmission you still need the Password and Pincode
  • If accessing for the first time with SPID, you may need to complete registration

With Smart Card (TS-CNS)

If you have an activated Healthcare Card - National Services Card:

  1. Install a smart card reader on your computer
  2. Activate the card at a regional office (ID required)
  3. On first access, register the card with Sistema TS

Configure Credentials on FatturaSmart

Access the configuration

  1. Log in to FatturaSmart
  2. Go to Profile from the sidebar menu
  3. Click on Sistema TS (visible only with an active STS license)

Enter your data

Fill in the required fields:

Verify credentials

Before saving, click “Test Credentials” to verify the connection.

  • Test OK: green confirmation message
  • Error: check the data entered (see Common Problems section)

Click “Save” to confirm.


Common Problems

”Invalid credentials”

CauseSolution
Expired passwordAccess the Sistema TS portal and renew your password
Wrong PincodeVerify you entered all 10 digits
Wrong tax codeCheck it matches the one registered on the portal

”User not authorized”

Your Sistema TS registration may be incomplete. Access the portal and check the status in the “User Profile” section.

I forgot my Password

  • SSN contracted: request a reset from your ASL
  • Non-contracted: request a reset from the Medical Board or through the portal

I forgot my Pincode

You can retrieve it by accessing the Sistema TS portal → “User Profile” → “Print Pincode”.

I can’t access the Sistema TS portal
